It’s a personal choice, and no it’s not just between two people that love each other. For me it’s about trust, and intimacy and a moment of caring. You can have all those things without love, though you rarely have love without those things. 

We always have looked at things differently Hal. Which is of course not a bad thing.

Diana paused for a moment her eyes going to his face, “I understand that Hal.” she said softly. “Anytime you want to return we’ll have a spot for you.” she told him. 

“John is good. You’re good. Kyle is good. You’re all very good, and I think you’re valued members of the league.” she said. “No matter what the reason you fight beside us, I will always value you as an ally Hal. And friend.” Maybe she wasn’t as close to him as she was Clark and Bruce, but she did consider most of the league her friends.
